Council members were debating a draft resolution that would have condemned the settlements as illegal and harmful to the peace process. That fight appears ready to break out again, and it’s putting the Obama administration in the uncomfortable position of trying to marginalize the Security Council, an institution it has often privileged.

From the beginning of the debate on a settlements resolution, the United States has made clear its lack of enthusiasm. Last month, Secretary of State Hillary Clinton insisted “the only way that there will be a resolution of the conflict… is through a negotiated settlement. President Barack Obama acknowledged Tuesday that, despite the expenditure of substantial political capital by his administration, progress may not be made on Israel-Palestine peace. The AP quoted his reply to a question about how recent successes in negotiating nuclear arms reduction with Russia — and getting 48 nations to sign on to a nuclear material security agreement — might translate into diplomatic successes elsewhere.

The two sides “may say to themselves, ‘We are not prepared to resolve these issues no matter how much pressure the United States brings to bear,’” Obama said.

Obama reiterated that peace is a vital goal, but one that may be beyond reach “even if we are applying all of our political capital.”

Global reaction to U.S. President Barack Obama being awarded the 2009 Nobel Peace Prize ranges from hearty congratulations to expressions of disbelief and derision.

The Norwegian Nobel Committee recognized the president for his work to strengthen international diplomacy, citing in particular efforts to rid the world of nuclear weapons. The peace prize appears to have caught everyone, including Mr. Obama himself, by surprise.

At American College in Cairo, political scientist Saiid Sadek found Mr. Obama’s selection odd and undeserved. “There is no peace in Iraq, nor in Afghanistan. The Arab-Israeli conflict is still at a standstill. As usual, nothing happened. And Guantanamo Bay jail is still open. So what for is he getting that prize?,” he said

U.N. Secretary-General Ban Ki-moon described the peace prize as “great news”. “President Obama embodies the new spirit of dialogue and engagement on the world’s biggest problems: climate change, nuclear disarmament and a wide range of peace and security challenges,” he said.

Two other sitting U.S. presidents have become Nobel laureates: Woodrow Wilson and Theodore Roosevelt.

George Galloway attacks the Canadian minister of immigration, Jason Kenney, for not allowing him into Canada and says his exclusion by such a “last-ditch dead-ender of Bushism” is “like being told to sit up straight by the Hunchback of Notre dame or lectured on due diligence by Conrad Black” (Comment, 21 March).

Given Mr Galloway’s well-known and often well-founded scepticism about official American sanctimony, I am disappointed he thinks the relentless persecution I have endured in that country in the last six years, 90% of which has already been debunked by its stacked court system, implies any likelihood of unethical behaviour by me. He should also be aware that inadequate due diligence was one of the few false allegations that did not figure among the many charges unsuccessfully made against me in the reckless and at times unlawful actions of the Chicago prosecutors. Despite this donkey kick, and his misrepresentation of the Iraq and Afghan wars, I do agree that Mr Galloway should be admitted to Canada whenever he wishes to come. Liberal Leader Michael Ignatieff, speaking to reporters after a speech in Winnipeg Friday, said while he’s no fan of Galloway, people can’t be banned from Canada for what they may say.

“If he is being barred on free speech grounds that is an outrage,” said Ignatieff. “He can come to Canada and talk rubbish all day long as far as I’m concerned.”

But Ignatieff said Canadian security officials may know something he doesn’t.

“If there is a security threat, that is another matter,” he said.

NDP immigration critic Olivia Chow said the Conservatives have a pattern of suppressing those who have contradictory views.

“The minister of immigration is becoming the minister of censorship,” Chow told Canadian Press. “We don’t have to agree with everything Mr. Galloway talks about.

“But, at bare minimum, they should be allowed to express their points of view so Canadians can make decisions themselves. This is pure censorship and it’s wrong.”

Jewish groups pleased
